A New Paradigm for AI Governance: The Governance Twin. Tutorial given at the 27th Annual UNC Charlotte Cybersecurity Symposium (6 October 2026), arguing that agentic AI brought a formerly human faculty into machines, deciding on incomplete and inconsistent information, and that governance and control are different functions. Control resolves admissibility one event at a time; governance watches whether acceptable continuations remain reachable, which no per-event check can see: compliant all the way down, and broken at the end. Shows the governance plane and its immutable conveyance in buildable detail, then works a real policy set into Ethics, Morals, and Values.
