Governance Is Not Control, and Control Is Not Governance

Restores the distinction between control and governance: control preserves operational-state consistency (holding the present within bounds), while governance preserves governance-state continuity (keeping the system recognizably itself as it changes). Develops recoverability and the preservation of meaningful continuation as what governance alone protects.
